Shanghai Declaration the highlight of #NCAP25
Announcing the Shanghai Declaration on day one of #NCAP25 was a historic moment for the gathered NCAP organisations.
Nine NCAPs, fully representative of our global reach, used the platform of the Global NCAP World Congress 2025 to reaffirm their shared vision of a world in which every person, regardless of geography or circumstance, benefits from safe vehicles and transparent information. They re-affirmed their collective pursuit of zero road traffic deaths and serious injuries, with the following commitments:
Advancing vehicle safety standards
To continuously strengthen and align testing protocols, guided by scientific evidence and technological progress, in order to promote the highest levels of occupant and vulnerable road user protection.
Ensuring transparency
To uphold the independence, impartiality, and clarity of consumer information, ensuring that vehicle safety performance is communicated openly, accurately, and in a manner that empowers informed choice.
Fostering collaboration
To cooperate across regions in the sharing of data, research, and best practice, thereby enhancing global knowledge and accelerating the adoption of life-saving technologies.
Supporting
To work alongside governments, international organisations, and civil society in strengthening regulatory frameworks and advancing the United Nations road safety targets in the Decade of Action global plan.
