We, the New Car Assessment Programmes gathered in Shanghai for the Global NCAP World Congress 2025, hereby declare our commitment to:
Advancing vehicle safety standards To continuously strengthen and align testing protocols, guided by scientific evidence and technological progress, in order to promote the highest levels of occupant and vulnerable road user protection.
Ensuring transparency To uphold the independence, impartiality, and clarity of consumer information, ensuring that vehicle safety performance is communicated openly, accurately, and in a manner that empowers informed choice.
Fostering collaboration To cooperate across regions in the sharing of data, research, and best practice, thereby enhancing global knowledge and accelerating the adoption of life-saving technologies.
Supporting To work alongside governments, international organisations, and civil society in strengthening regulatory frameworks and advancing the United Nations road safety targets in the Decade of Action global plan.
Through these undertakings, we reaffirm our shared vision: a world in which every person, regardless of geography or circumstance, benefits from safe vehicles, transparent information, and the collective pursuit of zero road traffic deaths and serious injuries.
